LEADER Theme 3- Exploring new ways of providing non-statutory local services

LEADER theme 3 supports the development and enhances the capabilities of local communities, community groups (including groups of micro enterprises) and social enterprises to take on the delivery of local services.  This includes advising on Community Asset Transfers, supporting the sustainable development and continuation of community hubs, supporting communities to take responsibility and ownership over important local services and providing training and mentoring for communities to take on such activities.

Projects supported include feasibility studies  focusing on improving community buildings so they can be used to provide basic services for the community where they are located, scoping studies to expand basic service provision by volunteers (e.g. community transport schemes), and training for volunteer members of community groups taking on the provision of new services.  Feasibility study work can include costs for community consultation, surveys, concept designs, costing up proposals, professional advice and business plans.  This work is often a prerequisite for applying for larger funds.
